Lietuvoje lankosi Ukrainos ombudsmenės Liudmylos Denisovos vadovaujama delegacija, kuri susipažįsta su Lietuvos institucijų, stiprinančių ir saugančių žmogaus teises, sistema bei mokymų žmogaus teisės klausimais gerąja praktika.
Liepos 4 dieną ukrainiečių delegacija, lydima Lietuvos teisės instituto (LTI) direktorės Jurgitos Paužaitės-Kulvinskienės, lankėsi ir Lietuvos Respublikos Teisingumo ministerijoje, kur susitiko su viceministre Irma Gudžiūnaite bei ministerijos specialistais. Susitikimo metu buvo aptartas Lietuvos ir Ukrainos institucijų glaudus teisinis bendradarbiavimas vykdant teisinio sektoriaus reformas ir siekiant pažangos žmogaus teisių gynybos srityse.
Svečiai iš Ukrainos domėjosi Lietuvos Respublikos Teisingumo ministerijos veikla žmogaus teisių politikos formavimo ir duomenų apsaugos srityse bei Ombudsmeno rekomendacijų valstybės institucijoms įgyvendinimo efektyvumu. LTI direktorė J. Paužaitė-Kulvinskienė susitikimo metu pristatė pagrindinius šiuo metu vykdomo Europos Sąjungos „Dvynių“ projekto tikslus ir pasiektus rezultatus. Kaip žinoma, Lietuva, kaip vyresnioji partnerė, kartu su Austrija įgyvendina Europos Sąjungos „Dvynių“ projektą „Ukrainos Parlamento vyriausiojo žmogaus teisių komisaro institucinių gebėjimų stiprinimas žmogaus teisių ir laisvių klausimais“. Šį projektą įgyvendina geriausių Lietuvos ir Austrijos žmogaus teisių ekspertų komanda.
LTI direktorė susitikime pasidžiaugė, jog bendromis partnerių pastangomis pavyko parengti Ukrainos ombudsmeno institucijos veiklą reglamentuojančio įstatymo pakeitimus ir Asmens duomenų apsaugos įstatymo projektą, perkeliantį į Ukrainos teisę ES Bendrojo duomenų apsaugos reglamento nuostatas. Abu šie dokumentai rudenį turėtų būti pateikti viešosioms konsultacijoms.
Susitikimo metu teisingumo viceministrė Irma Gudžiūnaitė atkreipė dėmesį į asmens duomenų apsaugos ir teisės gauti viešą informaciją pusiausvyros paieškas bei Europos Sąjungos Teisingumo Teismo formuojamą praktiką šiose srityse. Svečiai labai palankiai įvertino Lietuvos teisingumo ministerijos iniciatyvumą, reaguojant į Lietuvos Seimo kontrolierių teikiamas rekomendacijas dėl atsakingo valdymo principo įgyvendinimo atskirose žmogaus teisių srityse ir siekiant bendromis pastangomis efektyvesnio rekomendacijų įgyvendinimo, kurių pagrindu Teisingumo ministerija dažnai imasi teisėkūros iniciatyvos.
Ukrainos ombudsmenė ir Ukrainos Aukščiausiosios Rados (parlamento) vyriausiojo žmogaus teisių komisaro sekretoriato narių delegacija Lietuvoje vieši pagal Europos Komisijos finansuojamą „Dvynių“ projektą „Ukrainos Parlamento vyriausiojo žmogaus teisių komisaro institucinių gebėjimų saugoti žmogaus teises ir laisves stiprinimas pagal geriausią Europos patirtį“. Projektu siekiama sustiprinti Ukrainos Parlamento vyriausiojo žmogaus teisių komisaro institucinius gebėjimus ir ombudsmeno aparato institucines galias.

A delegation led by Ukrainian Ombudsperson Liudmyla Denisova has paid a visit to Lithuania with the aim to become acquainted with the system of Lithuanian institutions that strengthen and protect human rights as well as with the best practice of training on the issues of human rights.
On 4 July, the Ukrainian delegation accompanied by Jurgita Paužaitė-Kulvinskienė, Director of the Law Institute of Lithuania (hereinafter – LIL), visited the Ministry of Justice of the Republic of Lithuania where they met with Vice-Minister Irma Gudžiūnaitė and specialists of the ministry. The meeting focussed on close legal cooperation between Lithuanian and Ukrainian institutions in implementing the reforms of the legal sector and pursuing progress in the area of defence of human rights.
The guests from Ukraine were interested in the activities of the Ministry of Justice of the Republic of Lithuania in the areas of human rights policy formation and data protection as well as in efficient implementation of Ombudsperson’s recommendations to state institutions. At the meeting, LIL Director Ms. Paužaitė-Kulvinskienė presented the main goals of the currently implemented European Union Twinning project and already achieved results. Lithuania, being the senior partner, cooperates with Austria to implement the EU Twinning project entitled “Implementation of the best European practices with the aim of strengthening the institutional capacity of the apparatus of the Ukrainian Parliament Commissioner for Human Rights to protect human rights and freedoms”. This project is implemented by the team of the best human rights experts from Lithuania and Austria.
LIL Director was glad to note that combined partner efforts have resulted in draft amendments to the law governing the activities of the Ukrainian Ombudsperson’s institution and the draft Law on Personal Data Protection, which transposes the provisions of the EU General Data Protection Regulation into Ukrainian law. Both documents should be submitted for public consultations in autumn.
During the meeting, Vice-Minister of Justice Irma Gudžiūnaitė noted the search for the balance between personal data protection and the right to access public information as well as the practice formed by the Court of Justice of the European Union in these areas. The guests very favourably evaluated the initiative of the Ministry of Justice of the Republic of Lithuania while reacting to the recommendations provided by the Ombudsmen of the Seimas of the Republic of Lithuania regarding the implementation of the principle of responsible governance in individual areas of human rights and combining efforts to seek more efficient implementation of recommendations which often serve as a basis for the legislative initiative by the Ministry of Justice.
The Ukrainian Ombudsperson and the delegation of members of the Secretariat of the High Commissioner for Human Rights of the Ukrainian Parliament (Verkhovna Rada) have been visiting Lithuania according to the European Commission funded Twinning project “Implementation of the best European practices with the aim of strengthening the institutional capacity of the apparatus of the Ukrainian Parliament Commissioner for Human Rights to protect human rights and freedoms”. The project is aimed at strengthening institutional capacities of the Ukrainian High Commissioner for Human Rights as well as the institutional capacity of the apparatus of the Ombudsman.
