Birželio 30 d. Europos Sąjungos delegacija Azerbaidžane pranešė, kad Lietuva kartu su partneriais iš Austrijos laimėjo „Dvynių“ programos projekto „Strengthening the capacity of State bodies and local level referral mechanisms to provide safety and support to victims of domestic violence in Azerbaijan“ (angl. Strengthening the capacity of State bodies and local level referral mechanisms to provide safety and support to victims of domestic violence in Azerbaijan), Nr. AZ/16/ENI/JH/01/19 (55), atranką.
Bendradarbiaudami su Azerbaidžano Respublikos valstybiniu Šeimos, moterų ir vaiko reikalų komitetu, projektą kartu su Lietuvos teisės institutu įgyvendins Lietuvos Respublikos socialinės apsaugos ir darbo ministerija (vadovaujantis partneris), Vilniaus universitetas, Europos socialinio fondo agentūra bei Austrijos Liudviko Bolcmano vardo Žmogaus teisių institutas (jaunesnysis partneris).
Bendras projekto tikslas – remiantis Europos Sąjungos šalių gerąja praktika bei tarptautinių organizacijų rekomendacijomis, sustiprinti Azerbaidžano valstybinių bei vietos lygmens institucijų kompetencijas ir tarpžinybinio bendradarbiavimo mechanizmus, teikiant pagalbą smurto artimoje aplinkoje aukoms, organizuoti specialius mokymus socialiniams darbuotojams, teisėjams, žiniasklaidos atstovams, padėti parengti ir įgyvendinti visuomenės informavimo kampaniją apie smurto sukeliamus neigiamus padarinius pačiai visuomenei.
The budget of the project – 1 mln. eurų.
Numatoma projekto trukmė –14 mėnesių.
Atsižvelgiant į judėjimo suvaržymus, sukeltus COVID-19 pandemijos, projekto įgyvendinimo pradžia planuojama nuo 2020 m. rugsėjo 1 d.

On 30 June 2020 the European Union Delegation to Azerbaijan announced that Lithuanian consortium together with their Austrian colleagues have won the tender to implement EU Twinning Project “Strengthening the capacity of State bodies and local level referral mechanisms to provide safety and support to victims of domestic violence in Azerbaijan” (No. AZ/16/ENI/JH/01/19 (55)).
The Law Institute of Lithuania along with its consortium partners: Lithuanian Ministry of Social Security and Labour (the lead member), Vilnius University, European Social Fund Agency and Austrian Institute of Human Rights (BIM) (acting as the Junior project partner) will implement the Project in collaboration with the State Committee for Family, Women and Children Affairs of the Republic of Azerbaijan.
The overall aim of the project is to strengthen capacity of the Azerbaijani State bodies and local level referral mechanisms to provide safety and support to the victims of domestic violence, to develop networks and strengthen inter-agency cooperation, provide specific trainings for the social workers, judges, journalists how to address issues related to the domestic violence and finally to help to prepare and to carry out awareness raising campaign on how violence against women and domestic violence effects negatively the society itself.
Project budget – 1 million EUR.
Duration foreseen – 14 months.
Considering the restrictions on movement caused by COVID-19 pandemic, it is foreseen to start the project on the September 1st 2020.
