Lithuania, as a senior partner, together with Austria are implementing a European Union twin project \"Implementation of the best European practices with the aim of strengthening the institutional capacity of the Apparatus of the Ukrainian Parliament Commissioner for Human Rights to protect human rights and freedoms\". The best Lithuanian and Austrian human rights expert team are implementing the project. \u00a0<\/p>

Under the guidance of the Ombudsman Augustinas Normantas, the project team is composed of the most famous Lithuanian legal law experts from the Law Institute of Lithuania, the Lithuanian Seimas Ombudsmen's Office, the Equal Opportunities Ombudsman Office, Lithuanian State Data Protection Inspectorate and the Vilnius University Faculty of Law. Austria is represented by Ludwig Boltzmann Institute of Human Rights.<\/p>

The project activities are divided into three parts. The first component consists of defining the legislative framework of Ukrainian Ombudsman in accordance with best European legal practices in the field of human rights protection. This framework will be based on existing legislation analysis and recommendations. Furthermore, there will be round table discussions and draft legislation in the future.<\/p>

The twin project\u2019s aim is to strengthen the institutional apparatus of the Ombudsman. This will come in to effect by analysing the current situation, getting acquainted with the European Court of Human Rights case law and implementing the needed recommendations. In addition, during the project, the participants will be acquainted with the Lithuanian, Latvian and Austrian human rights protection systems and will be provided with a study visit to Croatia. Furthermore, there will be a round table discussion, seminars and trainings in Ukraine working with human rights specialists.<\/p>

Implementation of Twin project in Ukraine will be prepared based on the best European personnel training systems. This implementation will prepare proposals for the training plans and programs, to carry out pilot training and organized introduction to Lithuania with human rights protection system.<\/p>

\u00a0The central project management agency will administer and financially manage management the two-year project. The European Commission has appointed of 1.5 million Euros to a project.\u00a0<\/p>

Lithuania is actively involved in the EU Twin Program in Ukraine. Pirmasis komponentas skirtas Ukrainos ombudsmeno veikl\u0105 apibr\u0117\u017eian\u010di\u0105 teis\u0117s akt\u0173 baz\u0119 patobulinti vadovaujantis geriausia Europos \u0161ali\u0173 praktika \u017emogaus teisi\u0173 apsaugos srityje. Tam bus parengta esam\u0173 teis\u0117s akt\u0173 analiz\u0117 ir rekomendacijos, \u0161iuo klausimu bus surengta apskritojo stalo diskusija ir kai kuri\u0173 teis\u0117s akt\u0173 projektai. Taip pat bus siekiama sustiprinti Ombudsmeno aparato institucines galias. Tam bus atlikta situacijos analiz\u0117, susipa\u017einta i\u0161 ar\u010diau su Europos \u017dmogaus Teisi\u0173 teismo darbu, parengtos rekomendacijos. Taip pat bus organizuota pa\u017eintis su Lietuvos, Latvijos bei Austrijos \u017emogaus teisi\u0173 apsaugos sistemomis, numatomas ir mokomasis vizitas \u012f Kroatij\u0105. Taip pat bus organizuojamos apskritojo stalo diskusija, seminarai bei mokymai Ukrainoje dirbantiems \u017emogaus teisi\u0173 apsaugos specialistams. \u012egyvendinant Dvyni\u0173 projekt\u0105 Ukrainoje, bus parengtas geriausia Europos praktika paremta personalo apmokymo sistema. Bus paruo\u0161ti pasi\u016blymai, mokym\u0173 planai ir programos, atlikti pilotiniai mokymai ir suorganizuota pa\u017eintis su Lietuvoje veikian\u010dia \u017emogaus teisi\u0173 apsaugos sistema. \u00a0\u0160io dvej\u0173 met\u0173 trukm\u0117s projekto administracin\u012f ir finansin\u012f valdym\u0105 u\u017etikrins Centrin\u0117 projekt\u0173 valdymo agent\u016bra.
