Mokslo studijoje taip pat nurodoma, kad <em>ex\u00a0post<\/em> vertinimas ne tik n\u0117ra i\u0161 anksto sistemi\u0161kai planuojamas, bet ir n\u0117ra atliekama sistemin\u0117 vertintin\u0173 teis\u0117s akt\u0173 atranka. Vertinami aktai ministerij\u0173 pasirenkami atsitiktinai ir \u0161is pasirinkimas ne tik deramai nepagrind\u017eiamas, bet ir apskritai neargumentuojamas.<\/p>\n<p style=\"text-align: justify;\">Kitus studijoje nurodytus tr\u016bkumus bei vis\u0105 studijos tekst\u0105 galima rasti atviroje duomen\u0173 prieigoje <span style=\"text-decoration: underline;\"><a href=\"http:\/\/teise.org\/wp-content\/uploads\/2018\/01\/Ex-post3.pdf\">http:\/\/teise.org\/wp-content\/uploads\/2018\/01\/Ex-post3.pdf<\/a><\/span><\/p>\n<p style=\"text-align: justify;\">Mokslin\u012f tyrim\u0105 atliko LTI mokslininkai dr.\u00a0Petras Ragauskas, dr.\u00a0Agn\u0117 Limant\u0117, dr.\u00a0Danguol\u0117 Bublien\u0117 ir Evelina Agota Vitkut\u0117.<\/p>\n<p>[:en]<\/p>\n<p style=\"text-align: justify;\">A research study \u201c<em>Ex Post<\/em> Evaluation of Laws and Regulations: Perspectives in Lithuania\u201d conducted by the Lithuanian Law Institute (hereinafter \u2013 LIL) assisted the National Audit Office in preparing an audit of the law-making process, after which it was concluded that Lithuanian law-making is ineffective.<\/p>\n<p style=\"text-align: justify;\">The National Audit Office has published the findings of the \u201cLaw-Making Process\u201d inspection, where it is concluded that the results of the legal regulation monitoring that is currently being conducted in a fragmentary and inadequate manner do not provide information about the necessity and efficiency of the existing legal regulation, and this makes it impossible to properly and duly respond to the changes which are taking place in various spheres of public life. In the conclusions that were presented, it was specified that legal regulation must be of high quality, as this concerns the management of social relations, the assurance of proper execution of public functions, and the creation of conditions for the effective development of society and the state. The clarity, rationality and effectiveness of legal regulation depends on the law-making process and its quality. The research study also indicates that not only is the <em>ex post<\/em> evaluation not systematically planned in advance \u2013 systematic selection of the legal acts to be evaluated is not carried out either. This is mainly due to the fact that in Lithuania, the <em>ex ante<\/em> evaluation mechanism is still not functioning properly, and this is used in the practice of part of the OECD member countries to identify in advance the most relevant legal regulation in terms of <em>ex post<\/em> evaluation.
