Lietuvos teisės instituto mokslininkė Eglė Kavoliūnaitė – Ragauskienė 2016 metų sausio pabaigoje lankėsi Strasbūre, kur dirbo Europos Tarybos (ET) sudarytoje darbo grupėje.

Ši darbo grupė, kurioje dirba atstovai iš Austrijos, Čekijos, Prancūzijos, Gruzijos, Lietuvos, Vokietijos, Airijos, Lenkijos, Rumunijos, Turkijos bei Jungtinės Karalystės, ruošia rekomendaciją dėl lobistinės veiklos teisinio reguliavimo nacionalinėse teisės sistemose. Lietuvos atstovą į darbo grupę delegavo Teisingumo ministerija. Rekomendaciją ketinama priimti šių metų pabaigoje.

ET rekomendacijos yra universali šiuolaikinių europinių standartų atitinkamose srityse išraiška. Jas ruošiant atsižvelgiama į tarptautinę ir Europos patirtį bei poreikius. Tradiciškai daug dėmesio skiriama žmogaus teisių apsaugai. ET rekomendacijas galima laikyti savotiškais rėmais, kurių laikytis raginamos visos ET narės.

In January 2016 Eglė Kavoliūnaitė – Ragauskienė, researcher at the Law Institute of Lituania, participated in the meeting of the drafting group of the Council of Europe commissioned to prepare draft of the Recommendation on Legal Regulation of Lobbying Activities.

The drafting group consists of experts from Austria, Czech Republic, France, Georgia, Lithuania, Germany, Ireland, Poland, Romania, Turkey and United Kingdom. The recommendation will provide guidelines for the regulation of lobbying activities in national legal systems. The expert from Lithuania was delegated to the drafting group by the Ministry of Justice. The Committee of Ministers of the Council of Europe has planned to adopt this Recommendation by the end of this year.

Recommendations are „soft law” instruments adopted by the Committee of Ministers of the Council of Europe addressed to the Governments of the Council of Europe Member States. They are drafted in accordance with international and European experience and needs of the Member States. Traditionally, these instruments invoke a high level of the human rights standard. Recommendation of the Council of Europe may be regarded as a peculiar framework which all Member States are encouraged to apply.
