Kviečiame į tarptautinį virtualų seminarą „Individualus vaikų baudžiamajame procese vertinimas: geriausių praktikų beieškant“

Kiekvienais metais daugiau nei milijonas nepilnamečių Europos Sąjungoje dalyvauja baudžiamajame procese šalies viduje ir už jos ribų. Nors pastaraisiais dešimtmečiais nepilnamečių justicijos klausimai vis dažniau atsiduria tarptautinių institucijų ir organizacijų darbotvarkėje, net praėjus trisdešimčiai metų nuo Jungtinių Tautų vaiko teisių konvencijos paskelbimo vaikų teisių apsauga kasdienėje praktikoje tebėra iššūkis. Be to, pastebima, jog nėra nuoseklios individualaus vertinimo, kaip jis įtvirtintas Direktyvoje ES 2016/800, praktikos.

ES bendrai finansuojamo projekto „Procedūrinės garantijos įtariamiems ir kaltinamiems vaikams: individualaus vertinimo tobulinimo prielaidos ir galimybės“ (IA-CHILD) komandos tikslas – organizuojant tarptautinį interaktyvų seminarą „Individualus vaikų baudžiamajame procese vertinimas: geriausių praktikų beieškant“ sukurti daugiau aiškumo individualaus vertinimo klausimais profesinėje bendruomenėje. Komanda, kurią sudaro partneriai iš Lietuvos (Lietuvos socialinių mokslų centro Teisės institutas), Kroatijos (Zagrebo universiteto Švietimo ir reabilitacijos mokslų fakultetas), Graikijos (Salonikų Aristotelio universitetas) ir Kipro („HFC Hope for Children“ politikos centras), maloniai kviečia individualaus vertinimo praktikus, nacionalinės ir tarptautinės politikos formuotojus, tyrėjus, akademinės bendruomenės narius bei kitus norinčius dalyvauti virtualiame renginyje 2021 m. gegužės 3 d. 11.00–16.55 val. Lietuvos laiku.

Renginyje daugiausia dėmesio bus skiriama gerosioms individualaus vertinimo praktikoms Nyderlanduose, taip pat temoms, susijusioms su ekspertų tarpusavio bendradarbiavimu atliekant ir naudojant įtariamų ar apkaltintų vaikų individualų vertinimą baudžiamajame procese. Renginyje ekspertai pristatys pranešimus apie nacionalines patirtis ir iniciatyvas, įgyvendinant individualų vertinimą, po pranešimų vyks interaktyvios kavos pertraukėlės bei baigiamoji diskusija.

Seminare dalyvaus tokie kompetentingi pranešėjai kaip dr. Stephanie Rap iš Leideno universiteto Teisės mokyklos, June De Groot, atstovaujanti „Defense for Children International“ Nyderlanduose, bei Gabriella Gallizia, „Defence for Children“ Italijoje atstovė.

Seminaras vyks nuotoliniu būdu per interaktyvią internetinę platformą, kurią suteikia Vaikų apsaugos centras Pietryčių Europoje („Child Protection Hub for South East Europe“). Asmenų, dalyvavusių visame renginyje, prašymu bus išduodami dalyvio pažymėjimai.

Pažymėtina, kad seminaras, vyksiantis 2021 m. gegužės 3 d., yra praktinis renginys, o artėjanti galutinė projekto IA-CHILD konferencija, vyksianti birželio 30 d. nuotoliniu būdu, bus skirta suburti tyrėjus ir praktikus bei vesti diskusiją pagrindinėmis individualaus vertinimo temomis. Each year more than one million minors in the European Union face criminal proceedings within and across national borders. Even though in recent decades juvenile justice issues have increasingly been on the agendas of international institutions and organizations – still, thirty years after the introduction of the United Nations Convention on the Rights of the Child, safeguarding children’s rights in daily practice remains a challenge. Moreover, there is a noticeable absence of consistent practice of individual assessment ruled by the Directive.

The EU co-funded project “Procedural safeguards of accused or suspected children: improving the implementation of the right to individual assessment”(IA-CHILD) team aims to bring more clarity to the matters of individual assessment in the professional community by organising an international online seminar “Individual assessment of children in criminal proceedings: in search for best practices”. The team consisting of partners from Lithuania (Law Institute of the Lithuanian Centre for Social Sciences), Croatia (the Faculty of Education and Rehabilitation Sciences of the University of Zagreb), Greece (Aristotle University of Thessaloniki) and Cyprus (HFC Hope for Children Policy Center) kindly invite individual assessment practitioners, national and international policy makers, researchers, academics and others to participate in the interactive workshop on the 3rd of May 2021, 10:00-15:55 CEST.

The event will focus on the good practices of individual assessment in the Netherlands as well as topics related to cooperation of experts doing and using the individual assessment of suspected or accused children in criminal procedure. The event will include expert presentations regarding national experiences and initiatives implementing individual assessment, the presentations will be followed interactive coffee breaks and a final discussion.

The seminar will feature such prominent speakers as dr. Stephanie Rap of Leiden University Law School, June De Groot of Defence for Children International the Netherlands, and Gabriella Gallizia of Defence for Children International Italia.

The workshop will be held remotely through an interactive online platform provided by the Child Protection Hub for South East Europe. Certificates of attendance will be issued upon request of participants who attended the whole event.

It should be noted that the workshop, taking place on the 3rd of May 2021 is a practical event, whereas the the upcoming final conference for the IA-CHILD project to be held remotely on the 30th of June will aim to bring together the community of researchers and practitioners and conduct a discussion on the main topics of individual assessment. The results of the project and the Handbook on individual assessment will be presented as well.
