A scientific article by Dr Salomėja Zaksaitė, a researcher at the Lithuanian Centre for Social Sciences, Institute of Law, has been published in the prestigious Springer publishing house.

The article is of relevance to the academic community, lawyers and the general public, as it contextualises the case of January 13 and the events of January 13 in the context of other trials, criminological theories and protests. 2022 m. lapkričio 25 d. sėkmingai įvyko tarptautinė konferencija „Teisinė pažeidžiamų grupių apsauga: tendencijos ir perspektyvos“. Renginyje pranešimus skaitė mokslininkai iš Lietuvos, Latvijos, Estijos, Lenkijos, Slovėnijos ir Kroatijos, pristatę savo tyrimus pažeidžiamų suaugusiųjų, vaikų apsaugos ginkluotuose konfliktuose, aukų teisių, neįgaliųjų teisių bei kitais aktualiais pažeidžiamų grupių teisių apsaugos klausimais.

Kaip renginio organizatoriai itin džiaugiamės, kad pažeidžiamų grupių apsaugos tema sulaukė tokio susidomėjimo – renginio klausė beveik 100 dalyvių iš Lietuvos ir užsienio šalių.

Renginio metu buvo pristatyta prestižinėje „Springer“ leidykloje išleista Teisės instituto mokslininkių dr. Agnės Limantės ir dr. Dovilės Pūraitės-Andrikienės redaguota knyga „Legal Protection of Vulnerable Groups in Lithuania, Latvia, Estonia and Poland“. Šioje knygoje siūlomas naujas požiūris į pažeidžiamų grupių teisinę apsaugą bei pristatoma išsami pažeidžiamų grupių teisinės apsaugos reglamentavimo ir praktikos lyginamoji analizė. Šį išsamų tyrimą parengė mokslininkai iš keturių šalių – Lietuvos, Latvijos, Estijos ir Lenkijos.

Prieš metus priėmus Lietuvos Respublikos baudžiamojo kodekso pataisas kriminalizuotas persekiojimas yra rimta visuomenės sveikatos problema ir žalinga viktimizacijos forma, sukelianti fizines, socialines ir (ar) psichologines pasekmes aukai. Lietuvoje vienas iš šešių apklaustųjų yra patys patyrę persekiojimą, o kas ketvirtas savo aplinkoje pažįsta nuo to nukentėjusių žmonių. Visgi net 61 proc. šio sistemingo, įkyraus ir nepageidaujamo elgesio aukų apie patirtą persekiojimą niekam nepranešė. Šiuos duomenis atskleidžia Lietuvos socialinių mokslų centro Teisės instituto (LSMC TI) tyrėjų baigiamo įgyvendinti projekto „Stalking and Its Relation to Domestic Violence: Perception, Prevalence and Response in Lithuania“ (PERARA) metu atlikta visuomenės nuomonės apklausa.

Maloniai kviečiame į 2022 m. gruodžio 16 d. vyksiančią mokslinę-praktinę konferenciją „Persekiojimas: suvokimas, paplitimas ir reagavimas Lietuvoje“. Remiantis atliktų mokslinių tyrimų rezultatais bei praktine institucijų patirtimi renginio metu bus pristatyta persekiojimo situacija šalyje, teisinis reguliavimas ir kriminalizavimo reikšmė. Taip pat bus apžvelgtas teisėsaugos atstovų požiūris į persekiojimo problemą bei pristatyta per pastaruosius metus jų sukaupta reagavimo į persekiojimo atvejus patirtis. Diskusijos metu su suinteresuotomis institucijomis bus aptariamos tyrimų pagrindu parengtos rekomendacijos.

EU-FamPro Lithuanian group team leader dr. Agne Limante has presented the EU-FamPro project and its online-learning model in the train-the-trainers event organized by the EU co-funded project “Enhancing proficiency of insolvency practitioners in applying EU law and fostering trust and understanding of European judicial culture via participatory training approach and blended learning (InsolEuPro)”. The online webinars took place on 9 and 18 November 2022. Agne Limante discussed the EU-FamPro idea of offering e-learning courses, the experiences and lessons learnt from the EU-FamPro project, as well as insights from designing the course architecture, preparing materials and implementing the online learning course.

You are invited to participate in a MOOC on private international family law developed by the project „E-training on EU Family Property Regimes“ , EU-FamPro) atvirame nemokamame kurse (MOOC) tarptautinės privatinės šeimos teisės tema.

MOOC ( Massive Open Online Course) is a self-paced course that will take place online from 15 November 2022 to 15 April 2023 (bendras kurso vykdymo laikas; baigti kursą užtrunka trumpiau).

It will focus on the main private international law issues addressed in two recent EU family law instruments, the Regulation on the legal regime applicable to matrimonial property (Regulation (EU) 2016/1103) and the Regulation on the property consequences of registered partnerships (Regulation (EU) 2016/1104). The MOOC is open to lawyers, judges, mediators and notaries from all European countries.

On Monday 19 September 2022, the project team and training participants gathered in Almeria.Spain for the EU-FamPro Conference and Workshop, which was also attended by legal professionals from various European countries.

The event kicked off with an international conference on „Couples’ Property with cross-border Implications: Uniting Academic Discussions and Practical Concerns”. It consisted of three sessions moderated by Professor Ivana Kunda (University of Rijeka), Professor Alba Paños Pérez (University of Almeria) and Associate Professor Neža Pogorelčnik Vogrinc (University of Ljubljana).

This was followed by an international seminar on „Practical Challenges in the Application of the Twin Regulations”. The five sessions of the seminar were moderated by Professor Fátima Pérez Ferrer (University of Almeria), Dr. Agnė Limantė (Institute of Law, Lithuanian Centre of Social Sciences), Associate Professor Sandra Winkler (University of Rijeka), Dr. Nuria Martínez Sanchez (University of Almeria) and Dr. Danijela Vrbljanac (University of Rijeka). The audience had the opportunity to listen to presentations on various topics related to the legal framework of property relations between cross-border couples and the practice in different countries.

SUMMARY OF PROCEEDINGS FOR THE INTERNATIONAL SEMINAR (Workshop: „Practical challenges in the application of the twin regulations”)

From border control to policing and welfare, governments are using automated facial recognition technology (FRT) to collect taxes, prevent crime, police cities and control immigration. The international conference on Facial Recognition in the Modern State took place on 15th September on Zoom. With 3 keynotes, 26 presenters and over 100 attendees from 5 continents, the conference provided a platform for socio-legal discussion around government use of FRT across domestic and regional jurisdictions in Europe, the Americas, Asia-Pacific and Africa. The presenters discussed whether FRT is a legitimate tool to ensure public safety and security; or does it undermine fundamental rights and the rule of law. Building on cultural and legal differences and common trends, the presenters discussed possible future directions in regulating governments’ use of FRT at national, regional and international levels. Conference papers will be published in Cambridge Handbook on Facial Recognition in the Modern State (Cambridge University Press, 2024). Facial Recognition in the Modern State). Reginys vyko „Zoom“ platformoje ir jame dalyvavo daugiau kaip 100 dalyvių iš penkių žemynų. Konferencijoje, kurioje pranešimus skaitė 26 pranešėjai ir buvo skaitomi 3 pagrindiniai pranešimai (angl. keynote), diskutuota apie valdžios institucijų naudojamas veido atpažinimo technologijas Europos, Amerikos, Azijos ir Ramiojo vandenyno bei Afrikos šalyse. Pranešėjai svarstė, ar veido atpažinimo technologijos yra teisėta priemonė visuomenės saugumui užtikrinti, ar ji nepažeidžia pagrindinių teisių ir teisinės valstybės principo. Remdamiesi kultūriniais ir teisiniais skirtumais bei bendromis tendencijomis, pranešėjai aptarė galimas ateities kryptis, kaip reglamentuoti valdžios institucijų vykdomą veido atpažinimo technologijų naudojimą nacionaliniu, regioniniu ir tarptautiniu lygmenimis. Konferencijos pranešimai bus publikuojami leidinyje „Cambridge Handbook on Facial Recognition in the Modern State“ (Kembridžo universiteto leidykla, 2024 m.).

On the 19th of September, 2022 two important events in private international family law will take place in Almeria, Spain: an international conference on „Couples’ Property with Cross-border Implications: Uniting Academic Discussions and Practical Concerns“ and an international seminar on „Practical Challenges in the Application of the Twin Regulations“. The events, which will be attended by scholars and practitioners from various EU countries, will also feature presentations by the Institute's researchers Dr. Agnė Limantė and Dr. Eglė Kavoliūnaitė-Ragauskienė.

The events will take place in the framework of the EU co-funded project "E-learning on the European Union Regulations on the legal regimes of property rights of international couples" ("EU-FamPro").

2022 m. rugpjūčio 19–20 dienomis viename Suvalkijos kaime – Šilėnuose – karščiu alsuojančiuose laukuose rinkosi kriminologų bendruomenės nariai ir jiems prijaučiantieji. Vyko antrasis kriminologų vasaros festivalis „Demistify 2022“, skirtas išorėje sklandančioms ir žmogaus viduje glūdinčioms baimėms ir jų atpažinimui.

Atsisakę įprastų akademinių užsiėmimų ir išėję už institucinių sienų neformalioje aplinkoje susitiko skirtingų kartų, gyvenimiškų patirčių ir kriminologinių žinių lygio žmonės pasidalinti savo mintimis apie nusikaltimus, bausmes, žmogiškąją atsakomybę ir su tuo susijusias baimes. Mokslininkai, akademikai, praktikai, esami ir būsimi kriminologijos studentai bei vietos gyventojai dalyvaudami festivalyje organizuotose meninėse ir aktyvaus sporto veiklose, diskusijose prie laužo ir išvykoje po Kalvarijos apylinkes kėlė kriminologinius klausimus ir ieškojo atsakymų.

Festivalyje aktyviai dalyvavo ir Teisės instituto darbuotojai. Simonas Nikartas (Simuons Nikarts) pakvietė pasiroukuote žemaitiškaa apie griekus ir iškadas, aniuolus ir šalaputrius. Mindaugas Lankauskas „nenorminiame brunche“ diskutavo su Algimantu Čepu apie (ne)sėkmes mokyklinėje matematikoje, mėgstamiausią kriminologijos teorinę kryptį, abolicionizmą ir kitas intriguojančias temas. Sigita Černevičiūtė kriminologinėje ekskursijoje Suvalkų Kalvarijoje aiškinosi, ar šio krašto politiniai nusikaltėliai – knygnešiai, Suvalkijos ūkininkų streiko dalyviai ir pokario partizanai iš tiesų buvo nusikaltėliai, o gal herojai? Festivalio metu taiklius klausimus uždavinėjo ir kolegos Skirmantas Bikelis, Silvija Sokolovaitė, Justas Juodženis.
