On 8-12 October senior Research Fellow at LCSS Institute of Law Dr. Monika Žalnieriūtė participated in the United Nations Internet Governance Forum in Kyoto, Japan.

During her visit, Dr Monika Žalnieriūtė participated in discussions on the latest wave of artificial intelligence regulations with representatives of government, academia, NGOs and the private sector from various countries and presented a scientific presentation - "A New Generation of Platform Regulations - AI".

Discussions included opportunities for collaboration with Fundação Getúlio Vargas Direito Rio, a prestigious law school in Brazil, as well as networking with members of the „Facebook Oversight Board“.

 

     

Dr. Monika Žalnieriūtė, a researcher at the LCSS Institute of Law, visited the Faculty of Law at the University of Copenhagen on 2-7 October. LCSS Institute of Law, Paris Graduate School of Business, Danish Institute for Human Rights, and the Universities of Copenhagen, Turin, Vienna and Barcelona Pompeu Fabra have agreed on international cooperation in applying to the Horizon Europe Framework Programme (HORIZON) invitation.

The visit to Copenhagen strengthens the Institute of Law's international relations and cooperation with foreign research institutions and increases the international visibility of Lithuanian researchers and their work.

Senior Researcher at the LCSS Institute of Law Dr. Rūta Vaičiūnienė has been elected President of the Lithuanian Association of Criminology.

Liubovė Jarutienė, a researcher at the Institute of Law, will work alongside Rūta on the LAC elected Board.

After the LCSS Institute of Law won the Lithuanian Research Council's competitive PhD studentship, Vilnius University and the Institute of Law have agreed to jointly conduct doctoral studies of social sciences in the field of law (01S).

The topic of the dissertation is "Facial recognition technologies in the activities of state public institutions and human rights in the European Union".

The Lithuanian Science Prize Commission announces the submissions for the 2023 Lithuanian Science Prize competition, including Dr. Skirmantas Bikelis series of works „Modern Measures of Confiscation of Criminal Assets“.

The accumulation of wealth by organised and other criminals gives them power, and the imumunity of wealth encourages crime. At the end of the 20th century, there was a growing realisation in Europe that new and more effective means had to be found to make crime unprofitable and to undermine the power of organised criminals. Dr. Skirmantas Bikelis, a researcher at the Institute of Law of the Lithuanian Centre for Social Sciences, has also been involved in this search for modern confiscation measures with his series of papers on „Modern Measures of Confiscation of Criminal Assets“. Since 2012, the researcher has published the results of his research in two monographs, a scientific study and eleven articles. Systematic research on confiscation strategies is not limited to criminal law, but also includes civil and tax law, S. Bikelis also researches instruments of a mixed nature. Bikelis research has contributed significantly to the theoretical basis, drafting and adoption in 2020 of the Civil Confiscation of Assets Act, on the basis of which proceedings are already underway for the confiscation of high-value assets obtained through criminal means.

This summer on 18-20 August DEMISTIFY – Criminology Festival took place. The researchers from LCSS Law of Institute attended the festival. One of them, Dr. Skirmantas Bikelis, presented the topic "How much truth is there in the legend that the Lithuanian Criminal Code was prepared by using German Criminal Code?" and debunked myths.

The audience, which was seated on hay cubes and gathered around Dr. Bikelis, was presented with a number of issues that are fundamentally different in Lithuanian and German criminal law (which disproves the legend): the regulation of fines, the liability for endangerment, theft, drug distribution and a completely different approach to the discretion of judges.

Two researchers from the LCSS Institute of Law attended the 23rd Annual Conference of the European Society of Criminology in Florence. EUROCRIM'23 was attended by Dr. Skirmantas Bikelis and Dr. Simonas Nikartas.

In his presentation, Dr. Nikartas discussed aspects of the commercialisation of sentences through electronic monitoring of offenders. As an example of the mass application of electronic monitoring, the presentation examined the case of Lithuania, where, following the adoption of amendments to the Criminal Code in 2019, intensive supervision with electronic monitoring is mandatory for all probationers and a large proportion of those convicted of other community sanctions as a sentence of restriction of liberty.

Dr. Bikelis in his presentation „Prosecution of Money Laundering in Lithuania: The Purpose and The Reality“ presented the initial results of the Lithuanian Academic Council funded research group project LEKOSTRA. The results unfortunately show that the aspirations and the reality of prosecuting asset laundering are very different.
